Subject : - Delay in the issuance of promotion orders.
Sir,
Your kind attention is drawn to the subject cited above. It is regretted that the promotions, which were to be effective from 1.8.2012, have not been ordered till date. This is causing much consternation in our cadre, which is the most stagnated cadre in the Department, especially to those who are senior most and awaiting their first promotion after around 20 years.
It has been learnt from reliable sources that the delay in the issuance of these orders is due to the dilemma on the part of the administration to implement or not to implement a decision of the CAT/Court. The association will welcome the view/decision of the administration, but regrets to point out that such factors, already known to the administration, could well have been decided in advance.
The agony of our cadre for facing acute unjustified and unreasonable stagnation is further accentuated especially in view of the fact that the Cadre Review proposal in the CBEC has failed to materialize despite the same being long over due in 2007. There is a general belief in our cadre that the CR exercise and stagnation is primarily due to the indifferent and insensitive attitude of the higher authorities in the CBEC towards the genuine expectations of the cadre. Hence, the delay in ordering the promotions to our cadre appears to be very inappropriate and unfortunate.
Keeping in view these facts, it is requested that the promotion orders, whatever little and genuine relief it may provide to the cadre, may be issued on priority basis and without any further delay.
