LETTER TO HON'BLE COMMR-1 REG. PROMOTIONS AND CONFIRMATIONS

Subject : - Promotion orders.

Respected Sir,

With due respect, it is intimated that the promotions orders of Inspectors due for promotion w.e.f. 1.10.2012 have not still been issued. Sir, you are already aware of the acute stagnation and demoralization among the members of our cadre, which need not be reiterated by the association time and again. The number of anticipated vacancies and the names of the officers to be promoted is known well in advance, and, therefore, there appears to be no reasonable cause for the delay in the issuance of promotion orders. It has been brought to the notice of the association by the members that the vigilance clearance of the officers to be promoted has been sought and obtained very late, which resultantly delayed the issuance of promotion orders. The asosication is of the view that once the names of the officers are cleared for promotion by the DPC, there appears to be no need for further vigilance clearance within a period of next six months until and unless anything adverse comes to the notice of the cadre controlling authority. The association office bearers are under great pressure from its constituents to request the administration time and again to adhere to deadline for issuance of the promotions, because for those facing stagnation for 20 years, a single day counts. The efforts of the Govt. and the CBEC authorities to remove the stagnation appears to be lopsided and inadequate. The extent of resentment and demoralization on this account is well proved by the recent agitation by all cadres under the banner of Joint Action Committee by observing hunger strike, bearing black badges and holding lunch hour demonstration through out the country including Chandigarh zone.

Keeping in view these facts, it is requested that the promotion orders, whatever little and genuine relief it may provide to the cadre, may be issued on priority basis and without any further delay.

We expect that this request will not be taken as a judgment on the working of the administration, but will be taken in right spirit and we will not be required to remind the administration in the matter in future. However, if deemed fit, the association office bearers may be granted a personal hearing in the matter.

This letter has been issued after discussions with the President and other office bearers of the Association.

Subject : - Issuance of confirmation orders of 2009 batch Inspectors.

Sir,


It is brought to your kind notice that the Inspectors of 2009 have already completed their probation period and have cleared the departmental test for confirmation. The confirmation orders of these Inspectors have not yet been issued. This may adversely effect the career of the concerned officers.

It is, therefore, requested that the necessary DPC for confirmation of these inspectors may please be convened and the requisite confirmation orders may please be issued at the earliest possible.
