MEETING WITH THE HON'BLE COMMISSIONER OF J&K COMMISSIONERATE.

ON THE REQUEST OF THE CIRCLE BODY, THE COMMISSIONER, J&K CALLED THE ASSOCIATION FOR A MEETING ON 22.01.2013. THE MEETING WAS ATTENDED BY SHRI SUBHASH BHASHIN, VICE PRESIDENT AND SHRI SHIBAN KOUL, JOINT SECRETARY OF JAMMU UNIT ON BEHALF OF THE CIRCLE BODY. A BRIEF WRITE UP, ON THE POINTS DISCUSSED IN THE MEETING, RECEIVED FROM THE JOINT SECRETARY, JAMMU BRANCH IS REPRODUCED HEREUNDER FOR INFORMATION OF THE MEMBERS. 

THE JAMMU BRANCH OF THE ASSOCIATION IS ALSO REQUESTED TO TAKE UP NECESSARY FOLLOW UP WITH THE ADMINISTRATION ON THE ASSURANCES GIVEN BY THEM.

Point wise response to the Agenda by the Commissioner in the JCM on 22.01.2012

 Point No. 1= Issue relating to payment of outstanding bills on account of TA/ Medical/tuition fee etc.
The Commissioner wanted specific instances/ cases ,if any,  to be listed by the Association. No specific case could be cited for reference.

Point No. 2= issue relating to residential accommodation:

The Commissioner said that J&K being Non-family station  with only one years posting tenure, most of the officers prefer to live in shared accommodations; and care has to be taken that if quarters are constructed they do not remain vacant and result in wastage of government funds.

Point No. 3= Issue relating to the provision of sitting space in the offices as per their entitlement:

                Directions were issued by the Commissioner to the DC (Admn) for taking necessary steps to hire suitable building for CPD, Jammu to fulfill the demand.

Point No. 4= Provision of proper infrastructure and office equipments in the offices:

                Directions have been given to the  DC(Admn) to take up the matter with the CPWD wherever required. As regards, installation of ACs it was said that procurement of ACs  for floor-wise requirement may be made in phased manner.

Point no. 5= Provision of adequate guest house:

 The Commissioner said that earlier proposals were sent to the DGHRD for hiring of hotels  as guest houses which was not conceded as that had been objected by the AG( Adt.)  However, he said that clarification would be obtained from the DGHRD about hiring of a private building as guest house.

Point No.6= the provision of mobile sets and laptops and other facilities out of the special revenue incremental grants received from the government:

It was said that the issue is not within purview of the Commissioner. ( THE VICE PRESIDENT JAMMU IS REQUESTED TO MEET THE HON'BLE COMMISSIONER AND REQUEST HIM TO SEND A PROPOSAL TO THE HIGHER FORMATIONS FOR THE PURPOSE).


Point No. 7= Reimbursement of 30 litres petrol expenditure on the pattern of the CBDT officers(Inspectors):

The Members were requested to procure the detailed policy documents from the CBDT for perusal and any recommendations could be made only after going through that.

Point No.8&10= Regarding reorganization of Central Excise Division, Jammu
The Commissioner assured to take up the  matter  again with the Board through the Chief Commissioner .

Point No. 9. Filling up of vacant posts of Inspectors:

Pertains to Zone. ( THE VICE PRESIDENT JAMMU IS REQUESTED TO MEET THE HON'BLE COMMISSIONER AND REQUEST HIM TO SEND A PROPOSAL TO THE HIGHER FORMATIONS FOR THE PURPOSE, AS THE SHORTAGE OF THE INSPECTORS EFFECTS THE ADMINISTRATIVE EFFICIENCY AND HAS ADVERSE IMPACT UPON THE MORALE AND HEALTH OF OUR COLLEAGUES).




Point No. 11. Deduction of presumptive HRA on AG audit objection basis:

 The Commissioner  agreed with the view of the representatives of the Association and assured to take up the matter with the AGs Audit for settlement of the Para.
