There has been a call from the All India
Central Excise Gazetted Officers
Association for not attending the office on 29th to 31st
March, 2013, and also to gather at Jantar Mantar in uniform on 12.04.2013 to march to the residence of Finance Minister to
protest against the indifferent and apathetic attitude of the CBEC and Govt. by
denial of our justifiable and reasonable demands for career progression. From
the facebook and other sites maintained by Central excise organizations, it has
been felt that some Inspectors and Superintendents have reservations about
wearing of uniform during protest.
Friends, injustice has been perpetuated on
these two cadres of Central Excise for decades; our extreme juniors from
Customs are superseding us . The RRs are so unfair and unreasonable; the
qualifying services for Examiners to Appraisers is only three years, while for
similar cadre of Central Excise, it is 8 years. The CBEC and Govt. is blind to such unreasonable, unfair and
illegal and unjustifiable disparities. There extreme juniors having joined
after 10 to 20 years from Customs are bosses of senior Central Excise
cadres. Still we have reservations about
wearing uniform? Why? .
Are we
cowards?
The answer
is definitely no.
Is this uniform
so sacrosanct for us? Answer again appears to be no as the same is being used
for protocol by the senior officers for their self-decoration at public places
to satisfy their ego. The Inspectors in
uniform are being routinely used for escort duties; an officer having three
stars on his/her shoulders escorting an IRS officer, perhaps a privilege not
available to a Cabinet rank minister.
Is it fair and reasonable to keep an Officer in the
same rank for more than 20 years and
then again for further 15/20 years of remaining service. Are we just puppets and foolish………the answer
again appears to be definite no.
Nobody can make us feel inferior except
without our consent and none else can help us get rid of this except ourselves.
Nothing comes free in this world; no gain without pain is the rule. Extra-ordinary problems can only be solved by
extraordinary solutions. Our problems
relating to stagnation require extraordinary measures to remove it. The CBEC
and Govt. appears to be deaf, dumb and
blind to our concerns. Hence, all the
Inspectors and Superintendents are requested to kindly consider that they should wholeheartedly
participate in the protest and also join the Jantar Mantar Dharna and March to FM's residence on 12.04.2013 at Delhi, as
per the programme to be given by our Associations. It is never late to be what one thinks he
ought to be provided the will and determination is strong.
