THE FOLLOWING IS THE TEXT OF THE LETTER ADDRESSED TO THE HON'BLE COMMISSIONER, CENTRAL EXCISE, CHANDIGARH-II REG. TRANSFER POLICY VIOLATIONS AT DEAR BASSI : -

Subject:- Issuance of Office Order No. Nil dated issued by the Deputy Commissioner, Central Excise Division, Dera Bassi – review reg.
Sir,
Your kind attention is drawn to the subject Office order issued by the Deputy Commissioner, Central Excise Division, Dera Bassi and the association letter dated 03.07.2012 addressed to him, with a copy to your kind office. For your ready reference, a copy of the said letter is also enclosed herewith.
In this regard, it appears that no cognizance of the request of the association for taking corrective action by review of the orders has been taken as neither the office orders have been reviewed /revoked nor any response has so far been received from the concerned Deputy Commissioner.
In this regard, it is intimated that in view of the crystal clear policy guidelines issued by the Hon’ble Chief Commissioner of the Zone, no deviation appears to be permissible except with the permission of the Hon’ble Chief Commissioner on the specific administrative grounds. Hence, it is requested that the Deputy Commissioner may be asked to review his orders issued in violation of the existing transfer policy/guidelines so that the doubts and apprehensions of the cadre regarding out of way favour to certain individual officers are clearly dispelled and a clear-cut message goes that nothing except merit and sincerity is respected in our Department. We hope that prompt directions will be issued in the matter.
