COMMUNICATIONS REG. GOVT. ACOMMODATION AND OTHER CADRE WELFARE ISSUES

THE FOLLOWING COMMUNICATIONS HAVE BEEN ADDRESSED TO THE CONCERNED ADMINISTRATIVE AUTHORITIES TODAY, WHICH ARE PUT UP FOR INFORMATION OF THE MEMBERS : -

Subject :   Occupancy of Govt. Accommodation by the Officers in Govt. Colony, Sector 37-C, Chandigarh.  

 Revered Sir,

                Your kind attention is drawn to the subject cited above. In this regard, it has been brought to the notice of the Association that the department has issued vacation notices to the Inspectors, who are posted outside Chandigarh, for vacation of govt. accommodation occupied by them in Sector 37-C, Chandigarh. The matter was also discussed with your goodself in the recent past during a meeting of the association office bearers, but despite your assurance, the administration is still pressing our officers to vacate the govt. accommodation.

                As your goodself may be already aware, there are no. of quarters in the colony, occupied by the officers not only from outside Chandigarh Zone of our Department, but also to the other Central Govt. and other departments.

                It is also noteworthy to mention here that Chandigarh Customs, Central Excise & Service Tax zone is a scattered zone in terms of vast territory comprising of the states of Punjab, Himachal, Chandigarh and Jammu & Kashmir,  and due to various administrative/policy guidelines, the officers are transferred frequently from one station to another. At some stations, the stay of the officers is only one year. In these circumstances, it is neither possible nor practical to shift the residences by these officers due to various genuine reasons.

                Hence, it is requested that the officers, who are occupying the govt. accommodation in the Zone may be allowed to retain the same by granting necessary extension. However,  still if the vacation is to be resorted to, it is requested that some clearly defined fair & reasonable policy in this regard may be adopted. On our part, it is suggested that the govt. accommodation may be got vacated, firstly from the persons relating to the other departments, secondly from the officers outside our zone, thirldly from the officers, who are occupying the accommodation over and above their entitlements as per allotment rules and lastly from the officers of our department posted outside on the basis of length of service.

We hope that the administration will be courteous, generous and benevolent while considering the above submissions and suspend the vacation drive.

Sir,
Wish you a very happy, prosperous, eventful and joyful Happy New Year 2013. May the upcoming year bring with it the blessings of God and fulfill your cherished dreams.

It is requested that the association may be given an appointment to see your goodself on any working day. We wish to discuss some important issues relating to the welfare of the cadre, which inter alia include the followings : -

1.      The issues related to the payment of outstanding bills on account of TA/Medical/tuition fees etc.
2.      The issues related to the provision of residential accommodation to the officers of our cadre as per their entitlement.
3.      The issues related to the provision of sitting space in the offices as per their entitlement by hiring new buildings.
4.      Provision of adequate guest house and transit facilities at different stations in the Zonal jurisdiction.
5.      The provision of mobile sets & connections, laptops, brief-cases, petrol reimbursement and other facilities out of the special revenue-incremental grants received from the govt.
6.      Regarding the sanction of additional posts of Superintendents and Inspectors in view of the increased workload and the follow up taken and required to be taken up in this regard with the Chief Commissioner and Board authorities so that these posts are expeditiously sanctioned.
7.      Regarding the filling up of the posts of Inspectors, which are lying vacant ( more than 100 ) against the sanctioned strength of the zone.
8.      To discuss about the progress and efforts made/required for  creation of one more Central Excise Division in Jammu and Kashmir Commissionerate, proposal for which was mooted in 2008 by the Department.
