To
                        The Assistant Commissioner (CCU)
Office of the Chief Commissioner of
Central Excise & Service Tax (CZ)
                        Chandigarh
Sir,
Subject:-          Draft Revised Transfer/Placement Guidelines for Group ‘B’ Gazetted and Non-Gazetted Executive Officers (Inspectors and Superintendents) on the cadres strength of Cadre-controlling Authority (CCA), Central Excise, Chandigarh Zone.

Please refer to your Office letter C.No. ZONE-14-II-3(II)ETI/2014/255 dated 12.1.2015 (received on 14.1.2015) on the cited subject.

In this context, it is submitted that AICEIA-Chandigarh Circle, a welfare organization to look after the interest of Inspectors posted in this Zone can offer comments only with due consultation of all the members who are posted far off places scattered across the zone. So, to offer comments by 16.1.2015 is not possible. As the draft policy uploaded on departmental website has proposal to make major changes in the existing policy, every member will be directly affected as far as his official as well as personal life. Moreover, the draft policy has proposed too much frequent movement of members from Inter-Commissionerate viz-a-viz Intra-Commissionerate. So, apparently one has to compromise with stability in life and that may have impact on reduced efficiency as well.

Keeping in view the above, AICEIA-Chandigarh Circle may please be given one month time to reach each and every member of his/her comments to be taken into consideration on finalization of the policy to give this important act a just and fair picture. After all efficiency in office work as well as settlement in personal life both depends on this policy.

Yours faithfullty,

( TILAK RAJ )
Working President
